Headley <br />Planning and Development <br />Director <br />planning ~co.pueblo.co.us <br />M-2co2-~ q <br />REGE~~9E® <br />APR 1 7 2U02 <br />Division of Minerals and Geology <br />DATE: April 10, 2002 <br />SUBJECT: Special Use Permit No. 2001-001, Beeman Pit, Administrative Review <br />Owner/Applicant: Mineral Reserves, Inc. <br />Representative: Eric Reckentine <br />PURPOSE <br />This Administrative Review is for a special use permit that allows the extraction and processing <br />of natural deposits (gravel) on a 45.72± acre parcel in an A-1, Agricultural (minimum 40 acres) <br />Zone District (Exhibit 1). <br />STAFF RECOMMENDATION <br />The permitted use has not been established. The applicant notified staff the Division of <br />Minerals and Geology will review the application for a reclamation permit at its hearing May 21, <br />2002. The applicant has submitted other required documents to this Department, in <br />compliance with the conditions of approval. The Department of Public Works has indicated it <br />is still in discussion with the applicant concerning the haul routes and related issues (Exhibit 5). <br />This Department recommends the Planning Commission accept this Administrative Review, <br />allowing continuance of this Special Use Permit with all existing conditions and notation, but <br />revising Condition No. 7 as follows: <br />The Department of Planning and Development shall inspect the site within one year of the <br />approval date of this Administrative Review, and submit a status report to the Planning <br />Commission for consideration. Should the permitted activity be fully established, and the <br />subject parcel and said activity be in full compliance with all conditions of approval, Special <br />Use Permit No. 2001-001 shall thereafter be reviewed only if there is a violation of the <br />County Code or the conditions of approval, or if a review is specifically requested by the <br />Planning Commission.
