1 <br />' This section includes the spill response procedures and the fuel discharge response team <br /> contact information. Incident response for petroleum spills should be conducted <br />' according to the order of the procedures detailed in the following subsections. [t should <br />be noted that if multiple personnel will be responding to an incident, some of the <br /> following procedures can be conducted concurrently. For example, while one person is <br /> notifying the Emergency Coordinator, another person can simultaneously attempt to stop <br />' the spill. <br /> Mamm Creek Oil Discharge Response Team (ODRT) should be formed and should be <br />' available at all times. The site individual responsible for this team and for spill response <br /> should be the person identified on the management approval form. The following <br /> sections describe the facility's proposed ODRT, the initial response they will take incase <br />' there is a spill, the notification and cleanup procedures they would implement, and the <br /> equipment required. <br />' T <br />5 <br />6 <br />1 Oil Di <br />h <br />R <br /> esponse <br />eam <br />. <br />. <br />sc <br />arge <br />' The designated ODRT will respond to small spills that occur within the confines of the <br /> facility during operating hours. <br />' Any employee who identities a spill should immediately report it to the Emergency <br /> Coordinator or one of the ODRT members. This team will immediately attempt to plug <br /> the leak by fuming off valves or plugging the container. The secondary containment tank <br />' will contain any spilled fuel. Personnel will appropriately dispose of any released fuel <br /> and will contain all free-flowing liquids with an absorbent material designed to absorb <br /> and retain petroleum product spills. Spill cleanup and containment supplies will be <br />' stationed at all operable unit locations. <br />Special attention will be given to preventing spilled oil from reaching navigable waters or <br />' in pit ponds by sealing off or diking inappropriate locations. <br />For larger spills, all efforts will be made to contain or divert the spill while 911 is called. <br />' The Garfield County Sheriff has statutory responsibility and will make other calls, as <br />needed, based on the Incident Command System. <br />5.6.2 Surface Spills <br />' The following five steps will be taken in the event of surface spill from an above ground <br />petroleum product storage tank or from loading/unloading operations associated with an <br />above ground petroleum product storage tank. The secondary containment is designed to <br />' contain any spill from the storage tanks. <br />Step I: <br />Notify the Emergency Coordinator.
