<br />' 4.0 Personnel Training <br />' Personnel are properly instructed in the following: <br />1. Operation and maintenance of equipment to prevent spills, <br />' 2. Spill control measures for each area in the SPCC Plan, and <br />' 3. Applicable pollution control laws and regulations. <br />This course includes are tour of the facility, a discussion of the procedures to be used <br />' when operating the facility, an explanation of the purpose of the plan, and a <br />discussion of various responsibilities and activities required in the event of a spill or <br />release. The person responsible for the plan conducts awalk-through with discussion <br />' and demonstration of all the oil dispensing systems, including valves, pumps, shutoff <br />switches, and security measures. Standazd and emergency procedures for the <br />operation for the facility are also reviewed. Contingency plans for spill control are <br />' discussed, and the location of absorbent materials, tools, equipment, and emergency <br />phone numbers are reviewed. <br />' Such training will be the responsibility of the facility manager and will be conducted <br />not only when employees start theirjobs, but also on a regular basis through on-the- <br />job training, regularly scheduled operations/safety meetings, meetings when <br />' regulations and/or procedures change, semiannual spill prevention briefings, and <br />annual refresher training. The spill prevention briefings highlight and describe any <br />known spill events or failures, malfunctioning components, and recently developed <br />' precautionary measures to prevent spills. <br />The spill response procedure that is part of the employee training is attached in <br />' Appendix C. <br />All employees will be given an annual one (1) hour refresher course. New employees <br />' are trained within their first four weeks on the job. <br />Records of employee training and sign-up sheets for spill-prevention briefings for <br />personnel are kept on file at the facility for a minimum of three years. <br /> <br /> <br /> <br /> <br />16 <br />
