FEB-01-06 04:3%p!1 FROL1-RL +303 666 5385 T-673 P.013/027 F-636 <br />Applicant has provided an adequate surface water quality monitoring program to et~ure <br />the protection of surface wafer and groundwater on site during mining and reclamation <br />activities. As part of the monitoring program, the Applicant has prorr_ded a detailed <br />monitoring, containment and control plan which adequately addresses the potential for <br />adverse impacts to human health and the environment from radiation resulting from <br />quarrying activities and ensures the Applicant's Compliance with all applicable federal, <br />state and local regulations. The monitoring, containment and control plan as submitted <br />by the Applicant was prepazed with input from the Colorado Department ofPublic Health <br />and Environment, to ensure that radioactivity an tke site is properly Controlled and <br />contained_ The Applicant bas committed to monitor all on-site water holding struca~res <br />for radioactivity, and has proposed that in the event of a data point in excess of the <br />applicable water quality Standard For radiarion, procedures for re-sampling and mitigation <br />will be implemented to ensure the containment and protection of surface and groundwater <br />quality during mining and reclamation activities. In addition, the Applicant has provided <br />an adequate surface water quality monitoring program which ensures protection of <br />surface water quality and resulting groundwater quality from infiltration into the <br />fractured bedrock aquifer. Finally, the Applicant has committed to securing a Dischazge <br />Permit from the Colorado Water Quality Control Commission prior to any offsite <br />dischazge and prior to initiation ofblasting and quarrying activities. <br />24. The Boazd, having considered the evidence concenring potential impacts caused to the <br />prevailing hydrologic balance by the proposed project, and at the recommendation of Lhe <br />Division and with the concurrence of the Applicant, has determined to add a condition <br />("Condition 1") that requires the Applicant to submit a technical revision containing a <br />MMRR Board Older, M-200~L067 ]2 <br />
