GCC Rio Grande, intrRed Rock Mine <br />Drought Management Plan <br />SUITABLE PLANT GROWTH MEDIUMS <br />Salvage and reconstruction of suitable plant growth mediums increases a reclaimed site's <br />drought resiliency. Ability to retain and provide adequate plant available soil moisture is a key <br />consideration in soil salvage operations. The reclamation plan provides for the identification and <br />salvage of soil growth mediums that are best suited for soil reconstruction at the Red Rock Mine, <br />with moisture holding characteristics being a primary consideration for use. <br />PERMANENT RECLAMATION <br />Special attention will be given to permanently reclaimed areas as described in the Red <br />Rock Mine Plan. These areas will be closely monitored. In the event that permanent <br />seed mixtures fail to germinate and establish an adequate vegetative cover, such <br />problem areas will be evaluated for causal elements. Corrective action plans will be <br />formulated based upon identified causal elements, and site-specific conditions and <br />objectives. When required, the implementation of corrective measures will typically be <br />performed in the following operational order: <br />1. Correction of surface water erosion and drainage problems; <br />2. Placement of additional wind barriers; <br />3. Soil testing and augmentation) conditioning; <br />4. Seedbed preparation; <br />5. Inter-seeding or re-seeding of permanent seed mixtures. Seed mixture rates and <br />composition will be based on the objectives of the supplemental planting to be <br />performed; and <br />6. ivYulching or installation of erosion control blankets. <br />SUMMARY <br />The revegetation drought plan will be implemented when severe or prolonged drought conditions <br />occur at the Red Rock mine. GCC-Rio Grande, [nc. will use germination and establishment <br />monitoring described in the permit to evaluate the need to imp-ement this drought plan. <br />Habitat Management, Inc. 10 03/03/2003 <br />
