THIS PERMIT is issued by the Mined Land Reclamation Board, Departrnart of Natural Resources,
State of Colorado.
RECITALS
A. The Pemrittee, Moffat County desires to conduct a mining operation Imown as Villard Pit #2,
for the purpose of extracting sand and gravel The Permittce will not mine any secondary commodities a[ this
site.
B. On May 12, 2000 the Mined Land Reclamation Board (the "Board") approved the Perntittee's
apphcation for this pemlit, fixed the amount of the Snancial warranty and directed that this permit be issued upon
the Sling with the Division of Minerals and Geology (the "Division ~ of perfomlance warranty and financial
warranty (or warranties) in the amount so Sxed in form and substance approved by the Division. Said warranties
have bear Sled wRh the Division.
C. Ifthe Pemlittee desires to extras materials other than those listed in (A), a separate pemrit may
be required.
D. On May 12, 2000 the Board made the following Endings:
1. The apphcation for this permit corr~Ges with the requiremarts of the Colorado Mined
Land Reclamation Act for the Extraction of Consmrction Materials, C.R.S. 34-32.5-101 et sew., as amceded, and
with all applicable Iecal, state and federal laws;
2. The operation will not adversely affect the stability of any signi5carlt, valuable, and
pemlaneM man-made structure located within two hundred feet of the Affected Land, except where there is an
agreemart betwear the Operator and the persons having an interest m the structure that damage to the stnrcture is
to be compensated for by the Pemrittee; and;
