COLORADO 87272
Energy Fuels Coal, Inc.
Mr. Alan Weaver
Southfield Mine
1190 County Road 92
Florence, CO 81226
RE: CERTIFICATION OF SEDIMENTATION POND L, (EAST) AT "LOADOUT",
SOUTHFIELD MINE, FLORENCE, COLORADO
Dear Al;
On March 19, 1997, an inspection was conducted on the Sedimentation Pond L,
(East) at the "Loadout" azea, near County Road 79. The inspection was performed by
myself, John Effinger III, a registered professional engineer in the State of Colorado since
December, 1475. I have experience and knowledge in the design and construction of
dams, drainage control, hydrology and structures; including experience in portions of the
permitting process of coal mine facilities and permit compliance.
The purpose of this inspection and certification was to check for structural
weakness, erosion, other hazardous conditions and identify required maintenance and to
satisfy the requirements of Rule 4.05.6 (23) of the Colorado Mined Land Reclamation
Board for Coal Mining. In addition to the on site inspection referenced above, actions -
taken in preparing this certification included review and discussion of applicable mine
maps and state regulations with yourself.
Said inspection was performed on a cool and sunny Wednesday morning by
myself. Most of the site was traversed with a four wheel drive vehicle with frequent stops
and hiking trips over, across and around d7e structure. The following is a statement of my
professional observations and conclusions from this inspection:
The entire pond was examined for structural weakness, erosion, and other
hazardous conditions; none were found.
The pond was dry and contained no water at the time of this inspection.
Outlet pipe submerged in tumbleweeds.
No erosion evident.
