there will be a connecting segment of drainage that will be at approximately 4H:1 V <br />across the backfilled slope. At the upper end of this segment it seems that head-cutting <br />could be a problem and at the bottom scouring could occur from higher velocities. Please <br />describe what measures will be taken to transition the undisturbed drainages above the <br />mining area across the last pit cut and into the reconstructed drainages on the pit bottom. <br />As previously mentioned, another concern is the concentration of flows from two or three <br />small watersheds into a single drainage that will now be handling increased flows. Is this <br />drainage capable of receiving and safely conveying these additional flows? Please <br />explain. <br />During the pre-operational inspection, no noxious weeds were observed on the site. barge <br />scale mining disturbances, such as this proposal, present ideal opportunities for the <br />introduction and establishment of noxious weeds. Since the azea is relatively noxious <br />weed free, the permitted area will need to be diligently monitored and maintained to <br />control any noxious weed introductions or infestations, both during mining and once an <br />area is reclaimed. Monitoring and control of noxious weeds is briefly mentioned in both <br />Exhibit E and J, but mostly appears to be in apost-mining sense. However, with the <br />amount of traffic during construction and once mining begins, a more detailed and active <br />plan should be proposed. This plan should cleazly state that all noxious weed species <br />will be controlled both during and after mining, commit to a monitoring and follow-up <br />plan to be submitted with the annual report, and identify all control methods that will be <br />used. The operator is encouraged to build in as much flexibility as possible so that a fully <br />integrated approach to noxious weed control can be employed. <br />6.4.6 EXHIBIT F -Reclamation Plan Maa <br />The Reclamation Plan Map appears to have been drawn at a scale of 1 "=1,000', rather <br />than the scale (1"=2,000) shown in the title block. Other maps in the permit application <br />are drawn at the scale of 1"=2,000'. The Division requires the map to extend to the north <br />to show the planned drainage of the mine area as discussed in 6.4.4(c) above as well as <br />the plant area. <br />The post-mining contours do not reflect 4H:1 Vback-sloped highwalls azound the <br />proposed mining limits as described in the narrative. In addition, it appears that the <br />backfill has been manipulated significantly in order to achieve the proposed post-mining <br />contours so that positive drainage could be attained and these slopes could be eliminated. <br />As a result, the division is requesting that two-dimensional representative cross-sections <br />of the pre- and post- mining contours be prepared for the disturbed area. This <br />information must then be used to conduct a material balance calculation demonstrating <br />how the proposed post-mining contours will be achieved. Please provide this information <br />with your response. <br />
