Page 9 <br />Purgatoire River Fish Kill Report <br />03/24/88 <br />General. If this method is selected the publicity for Wyoming Fuel <br />would obviously be negative. If this punishment is selected I would <br />request that the assessment be ear-marked to return to Las Animas <br />County for application to aquatic management (i.e., fishing leases, <br />handicap access, stream or lake improvement, etc.). <br />My proposal, however, might benefit not only the Division of Wildlife <br />and Colorado sportsmen but may be used as a positive public relations <br />effort by Wyoming Fuel Company. I would like to see a lease in per- <br />petuity for a portion of the Purgatoire River. This is obviously a <br />good Brown Trout producing stream yet is privately owned and inaccessible <br />to the public. If Wyoming Fuel were to accept this condition, the <br />Division of Wildlife could arrange stocking schedules, habitat improve- <br />ments, etc.> and offer Las Animas County fishermen miles of much needed <br />public stream fishing opportunities. <br />I have included maps of the kill site, effluent, count locations and <br />totals and electrofish stations. In addition I have polaroid photographs <br />taken by me in the section below (downstream) of the Purgatoire River <br />Bridge in the 176 total section. These photos were taken on March 9 <br />while accompanied by Senior Mine Engineer Tom Augustine. I have also <br />enclosed evidence photographs taken by Jim Aragon in various portions <br />of the Purgatoire River with the dates imprinted on the photographs. <br />In addition I have included the letter sent to me by Wyoming Fuel <br />Company Manager of Engineering, Mr. Kolin (reference March 10, receipt <br />March 11) concerning the possibility of damages by Nalco 8852.
