Mr. Hal Simpson •
' December 16, 1998
Page#2
' The proposed three phase operation will mine approximately 50,000 tons/year. Table 2,
shows the monthly distribution of mined product. Approximately 5.0 ac*ft/yr of water
' will be used for dust suppression. The monthly distribution of evaporation loss is also
shown on Table 2. Total evaporation depletion is 7.28 ac*fl/year. Depletion from
product water is 1.48 ac*ft/year. The total annual depletion is 13.75 ac*/ft/y, which
' includes dust suppression. Since the pit will not be surrounded by a slung wall,we
propose to replace the depletions on a monthly basis as incurred.
5. All-Rite Paving plans to mine approximately 50,000 tons/year. The water surface exposed
to the atmosphere will consist of the recharge pond only,to be located approximately 500
feet from the Arkansas River in the NEl/4 of Section 1, T.24S, R.55W.
' The exposed water surface consists of the following:
Dewatering 0.5
Recharge pond 2.0
' Total 2.5 acres
6. The timing of depletions for the North River Pit was calculated using the Glover Analysis
Method and is enclosed.
7. No phreatophyte credit is being claimed.
REPLACEMENT SOURCES
8. We propose to replace depletions from historic consumptive use of the Ft. Lyons Canal.
We propose to make replacements from the canal as historically used.
' The replacements will be made directly to the ground water via a recharge pond as shown
on Figure 1. As shown on Table 5,the Total CU is 135.4 ac*ft/y, more than sufficient to
cover the Total Net Recharge of 8.22 ac*ft/y(Table 6). The Total Net Recharge needed
will be less due to continued farming of the property not yet being mined during the
operation. Replacement will be provided for by approximately 13.0 shares of the total 100
shares owned by All Rite Paving & Redi-Mix, Inc.
9. Water rights used on the property are being proposed for this plan. The North River Pit
has a total of 100 shares in the Ft. Lyons Canal, which is approximately 300 ac*ft/yr.
1
