The final slopes of the reclaimed areas will <br />be no steeper than 3H:1 V. <br />In order to further protect against problems with the location of the topsoil stockpiles <br />above the mining slope, Elam commits to providing a 20' buffer from the toe of the <br />topsoil stockpile to the top edge of the mining slope. Also, Elam commits to conducting <br />quarterly inspections of the highwall to look for any signs of instability. If signs are <br />detected, Elam will inform the Division and propose actions such as moving the topsoil <br />pile away from the area in question, immediate backfilling of the highwall to a milder <br />slope, and possible other actions. <br />Due to the natural cementing of the material and the past experience on site, I, Greg <br />Lewicki, P.E. believe that the slopes angles and heights proposed in this application will <br />meet slope safety criteria of 1.3 safety factor for permanent slopes, even though they <br />are not permanent.
