Exhihit E <br />of seedling germination and establishment. Areas where vegetation germination and establishment are <br />• adequate and inadequate will be identified. Corrective or augmentative measures will be recommended <br />and performed as determined by analysis of monitoring results. <br />Interim monitoring will be conducted during the height of the third full growing season following <br />seeding. Interim monitoring will identify substandard areas that require further management or operations <br />in order to timely meet vegetation bond release requirements (R3). Qualitative observation of plant health, <br />vigor and species diversity will be noted. At GCC's discretion limited quantitative data may be collected <br />to better chazacterize developing rangeland plant communities and assist in developing future vegetation <br />operations and management. <br />Substandard areas will be reseeded following the application of any corrective measures identified as <br />being needed by monitoring. Management and environmental information for the adequate and <br />inadequate areas will be noted, compared and contrasted to determine if any adjustments are required in <br />the reclamation program. The presence and distribution of noxious or controlled weed species will also be <br />noted and mapped for management purposes. <br />Final vegetation bond release monitoring will be conducted during the fifth or a subsequent growing <br />season (RS+). Qualitative observations of plant vigor, health, nutrition and community development will <br />be noted. At its option, GCC may elect to collect quantitative vegetation data to assist in the <br />characterization of reclaimed upland prairie communities for bond release purposes, and to better <br />understand growth and development of the upland prairie seed mixtures. A suitable reference area may <br />also be quantitatively monitored for comparison of vegetation community characteristics. Monitoring <br />information will be used to request release of reclamation liability and may be used to adjust ongoing <br />reclamation practices and to assist in development of site-specific post-mining land use levels and <br />• management policies. Final bond release monitoring will include photographic documentation of <br />vegetation conditions.
