EXHIBIT C - PREMINING AND MINING PLAN MAPS OF <br />AFFECTED LANDS <br />~_. ~_ , _ _ .: _..w <br />Exhibit C-l, Surface Ownership (with its index), illustrates surface ownership for the property controlled <br />by Rio Grande and for the property within 200 feet ofthe Rio Grande boundary. <br />Exhibit C-2, Premining and Mining Plan Map, illustrates the following: <br />• Existing topography and names and locations of creeks, roads, railroads, and buildings. <br />• The location of the proposed road and railroad spur to access the plant site. <br />• The proposed plant site and fill area (for relocating excess excavated construction soils). <br />• The property and resource boundaries <br />• The proposed surface mine area and production sequence. <br />• The location of the proposed bridge to be constructed over the St. Charles River. <br />• The proposed permit boundary. <br />• Telephone lines <br />• Power lines <br />• Fiber optic lines <br />• Stock fences <br />• Mainline railroad <br />• Access roads <br />• Stock ponds <br />• Stock tanks <br />• The total area within the proposed permit boundary is approximately 2,500 acres. The disturbed land <br />within this boundary totals approximately 1,061 acres, as summarized below: <br />Surface Mine (50 years) 898 acres <br />Plant (inc. Fill Area) 125 acres <br />Railroad Spur 8 acres <br />Access Road 10 acres <br />Borrow Area 20 acres <br />TOTAL 1,061 acres <br />Based on current market conditions and process technology, the life of mine presently planned is 50 <br />years; however, exploration data indicate that the resource could potentially yield up to 100 years of <br />limestone reserves suitable for cement feedstock. Given the economic importance of the Fort Hays <br />limestone deposit and quantity of material available, Rio Grande expects to extend the life of mining and <br />processing beyond 50 years.
