Transformer Oil <br />3.1 All transformers and components shall be checked for leaks, <br />damage, or unusual conditions during regular maintenance <br />activities. Any leaks or other damage shall be reported to <br />the Surface Superintendent or Mine Manager who shall insure <br />that any necessary repairs are completed as soon as passible. <br />3.2 Oil sampling spouts on transformers shall be checked regularly <br />for loose fittings or oil leaks. <br />4. Polychlorinated Biphenyls (PCB) <br />4.1 All in-service transformers and capacitors shall be inspected <br />quarterly for leaks, damage, or unusual conditions. Any leaks <br />or other damage shall be reported to the Surface <br />Superintendent or Mine Manager who shall insure that any <br />necessary repairs are completed as soon as possible. <br />9.2 Any leak or damaged area shall be repaired immediately. <br />4.3 The Environmental Coordinator shall be notified when any PCB <br />unit is removed from service. <br />4.4 All out-of-service transformers and capacitors shall be moved <br />to a designated PCB storage area as soon as possible. <br />4.5 Care shall be exercised when moving any PCB equipment to avoid <br />damaging the unit or spilling any material. <br />4.6 All personnel involved in handling PCB shall be familiar with <br />safe operating procedures for handling PCB. <br />4.7 Absorbent materials and tools shall be readily available for <br />emergency use. <br />5. Chlorine <br />5.1 The Chlorine used at Somerset Mine is a gas and cannot be <br />spilled into a waterway. Caution should be used when handling <br />Chlorine because of the danger to human health. <br />SPILL CONTAINMENT <br />1. General <br />1.1 Containment structures shall be provided at all locations <br />where failure of the vessel could potentially result in the <br />discharge of oils or other hazardous materials into the <br />navigable waters of the United States. Enclosed is drawing 5- <br />035 which shows that any spills at the site would be contained <br />by a series of ditches and berms and diverted into Pond A or <br />Pond B. <br />
