Long <br />Din Sion Director <br />Your reclamation permit application for surface mining in Delta County was <br />considered complete for technical review on October 2, 1992. The decision date <br />for the application is scheduled for November 2, 1992. The following list of <br />concerns must be addressed prior to the decision date. <br />Exhibit A- Leeal Description <br />You are required to supply a legal description accurate to the nearest quarter, <br />quarter section. The legal description supplied is accurate to the half, <br />quarter section. Please supply the required description. <br />Exhibit B- Site Description <br />In item 3 of Exhibit B you have indicated that no water resources would receive <br />drainage directly from the affected area. This would be remarkable considering <br />that the affected area is an intermittently active channel of the North Fork of <br />the Gunnison. Please describe the nature of the physical barriers which <br />prevent run-off from this site from draining to the North Fork and describe how <br />storm water will be controlled at the site to prevent sediment from the <br />disturbed area from entering the North Fork or other drainages. <br />Exhibit C- Mine Plan <br />You have indicated that no soil suitable as a plant growth medium is available <br />for salvage. It is also indicated that a crusher, screening plant, and <br />possibly a wash plant may be operating on site. Fines generated from these <br />operations may be a suitable plant growth medium if they are well graded, i.e. <br />consist of approximately equal amounts of a variety of grain sizes. You have <br />already indicated that all suitable plant growth medium encountered during <br />operations will be salvaged. Please also commit to salvaging any suitable <br />(well graded] fines generated from crushing, screening, and washing operations <br />up to the point that a sufficient quantity is stockpiled to reclaim the site. <br />
