(Rocky Mountain Consultants, Inc.)
Mr. Allen Sorenson stated concern regarding the stability of the 100-foot wide strip of land
between the river and the mining pods and the strips of land that will be left beiween the pods.
Civil Resources shares Mr. Sorenson's concern about the stability of the riverbank adjacent to
Pods 1, 3, 4 and 5 during mining and post reclamation and suggests that the following
measures be used to mitigate the risk of potential flood damage. Civil Resources recommends
that the mining progression for each Pod start at the side away from the river and progress
toward the 100-foot river setback. The recommended mine progression for each pod is as
follows:
Pod # Pit Proaression
Pod 1 South to North
Pod 2 No recommendation
Pod 3 South to North
Pod 4 South to North
Pod 5 North to South
Progressing fhe pods in this manner will limit the amount of time that the pods are open near
the river where they are more vulnerable to flood flows. Civil Resources further recommends
that the portions of each pod that is closer than 200 feet from the river be mined during the Fall
and Winter months to further reduce the chances of a significant flood occurring (most
significant storm events occur during the late spring and summer months) while the pit wall is
open nearest the river. After mining has been completed, Civil Resources recommends that
finished slopes closer than 200 feet to the river be completed at 5 to 1 or flatter slopes and
include protection of the finished toe of slope (bottom 3 to 4 feet typically).
Civil Resources LLC
451 Oak Street, Suite 209, Frederick, CO 80530
Tel 303.833. i 416 Fax 303-833-2850
