Specifically, the WQCD requested a description of the condition of the sediment <br />control ponds prior to the discharge events. <br />Colowyo's sediment control ponds are designed and operated as "treatment" ponds. Theoretically each <br />pond will carry a volume of water known as a permanent pool, below the perforation (discharge) <br />invert. <br />The sediment control pond associated with Outfall OlOA contained water at an elevation .5' below the <br />perforation (discharge) invert on March 29, 1999. By April 6 the water level in the pond had risen <br />above the perforation (discharge) invert, however there was no discharge as the pond was frozen and <br />the discharge blocked by tumbleweeds. The perforations remained blocked during the week of April 9. <br />During the week of April 12, while the pond was receiving inflow due to the increasing temperatures. <br />it began to discharge and was subsequently sampled. Outfall OlOA was sampled again on April 19, <br />1999 and demonstrated the following analytical parameters: <br />TSS 19 mg/1 <br />TDS 1140 mg/l <br />SS <0.5 mg/I <br />Fe 1.25 mg/I <br />Flow 0.18 MGD <br />The sediment control pond associated with Outfall 004A contained water a[ an elevation 3' below the <br />perforation (discharge) invert prior to [he April 26 precipitation event. This equates to approximately <br />2.00 acre feet of water in the pond. An inflow greater than approximately l.7 acre feet caused the <br />pond to discharge. <br />
