<br />(the Unocal Shale Oil Upgrade Facility). The Parachute Site will house the final <br />processing system, where the solution from the pipeline will be processed into <br />commercial-grade sodium bicarbonate and sodium carbonate. The Parachute Site will <br />also include a system that recycles water to be used at the Piceance Site for solution <br />mining. <br />Earthmoving activities for surface structures and facilities will be performed in <br />accordance with local building codes. <br />D.2.3.1 Piceance Site Structures and Facilities <br />Five buildings will be located in the initial processing plant area at the Piceance Site, <br />including an administration building, a process building, a pumphouse building, a heat <br />exchanger building, and a fifth building that will house compressors, gas-fired boilers, a <br />control room, and an electrical room (see Figure D-4). The processing plant area will <br />also include asubstation, agas-fired generator, outdoor switch gear, a pipeline feed <br />surge tank, a return water collection tank, a cooling tower, and parking lots. The plant <br />area will be about 6.5 acres in size and will be entirely enclosed by a fence. An <br />evaporation pond will be located near the processing plant area (outside the fenced <br />area) and is described in Section D.2.4. Roads, utilities, pipelines, and well field piping <br />will be located partially within the processing plant area. <br />D.2.3.2 Parachute Site Structures and Facilities <br />At the Parachute Site, existing buildings will accommodate the project warehouse, <br />maintenance shop, locker rooms, administration, laboratory, firehouse, and a clinic. <br />The existing fire water pump building and boiler water treatment building will also be <br />refurbished and used. In addition to buildings, the Parachute Site may utilize several <br />other existing facilities and features of the Unocal facility. An existing concrete slab <br />area would be used for laydown and staging for construction activities. Existing <br />parking lots and the existing Unocal facility service roads would also be used. Four <br />existing storage tanks would be cleaned and refurbished for storage of process solution <br />and water. Finally, the existing electrical substation on the southwest corner of the site <br />would be refurbished and utilized as part of the operation. <br />New surface facilities will include a process building, an electrical building and <br />substation, three soda ash storage silos, a railroad loadout facility (with new railroad <br />track and associated road access), two product conveyors, a truck loadout facility, a <br />new water treatment plant, a potable water storage tank, a carbon dioxide <br />handling/storage facility, and a truck and railroad scale system. <br />In response to comments from the public, all new buildings and existing structures <br />would be painted with an unobtrusive exterior color to blend with the natural <br />surrounding and reduce visual impacts. <br />D-5 <br />
