POWDERHORN COAL COMPANY <br />2 WEST PORTAL PERMANENT DRAINAGE CHANNEL <br />ENGINEER'S CERTIFICATION <br />The 2 West Portal permanent channel relocation was performed in 2000 during the <br />reclamation of the 2 West Portals. The channel was modified during May 2001 so it more <br />closely fit the design configuration. The channel depth was reduced from 2.0' to 1.5' in <br />order to construct a vehicle crossing at the lower end of the channel. The trapezoidal <br />channel is 15' wide at the bottom and has a 6% grade. I, J. E. Stover, P.E., verified the <br />design flow (36.79 cfs) will be contained in a 1.5' deep channel at a flow depth of 0.36'. <br />The plan and cross section view of the channel are shown on Exhibit 58. The channel <br />design is presented in Appendix 13-2, page MISC-4. The channel is also noted as a <br />drainage control structure in Table 13-4. <br />I, James E. Stover, have inspected and surveyed the reconstructed channel. To the best <br />of my knowledge and belief the reconstructed channel meets the applicable performance <br />standards.
