MCC requests the ability to use 4X4 pickup trucks (wheeled or tracked), ATV's <br />snowcats, and snowmobiles for primary access to the sites. Heavy equipment including, <br />but not limited to, bulldozers, backhoes, and maintainers will be utilized to maintain <br />roadways to the blower units. MCC may plow snow from the project roads as necessary <br />to access the MD W's during winter months in accordance with Road Use Permit (RUP). <br />Stipulations on snow plowing as defined in the Decision Notice and RUP will be <br />followed. <br />2003 SPECIAL ACTIVITIES <br />MCC plans to examine the well-bore of GVB 14-05 to determine if this well is <br />suitable for the purpose of using as a monitoring well to monitor the water levels of the <br />sealed 14-16 panel mining district. If this well cannot be used for monitoring purposes <br />due to downhole casing problems, etc., MCC may approach the Forest Service and <br />Colorado Division of Mines and Geology for approval to drill a small bore well (nominal <br />6" diameter, cased back to 4") for monitoring purposes. <br />MCC will prepare the previous exploration hole {01-23-1) site at the intersection <br />of the 23-03 spur and the West Flatiron Road for the installation of a methane pump and <br />exhauster. A small dozer would be used to strip the topsoil and stockpile for future <br />reclamation. Only the azea needed for the exhauster installation would be stripped, and <br />the exposed area would be prepazed with adequate drainage and sediment control <br />measures. <br />MCC with assist the USFS with their Deep Creek crossing project, supplying labor and <br />equipment within a reasonable limit to complete the project as directed by a USFS <br />representative. MCC completed the work on the Two Ponds area in the Fall of 2002 and <br />requests that the USFS approve this work and provide a letter of indemnification for the <br />completed work in accordance with the USFS' design for this pond. Also, it will be <br />necessary to conduct a timber cruise of the proposed road construction areas previously <br />mentioned on or about May 28~' so that construction may proceed immediately upon <br />completion and approval of the Bird Survey. <br />Due to the unpredictable nature of mining and the unknown conditions that are <br />frequently encountered as mining progresses it is likely that some event will occur that <br />will require adjustments and modifications to this Annual Operating Plan to address these <br />special un-planned issues and developments. <br />ACCIDENTAL IGNITION EMERGENCY PLAN <br />MCC requests that the previous plan to prevent accidental ignitions during any <br />phase of the project, approved by the USFS in 2002 remain in place for 2003. MCC <br />understands that they will be notified by the USFS of any fire restrictions during the field <br />season. <br />16 <br />
