• <br />• <br />Site Preparation and Construction <br />In order to protect critical deer and elk winter habitat, surface disturbing activities <br />related to initial construction of the waste disposal site and associated pond and <br />soil stockpile features will be allowed only during the period from May 1 to <br />December 1. The seasonal restriction will not apply to operations related to <br />ongoing waste haulage, placement and compaction. <br />The BLM will be notified at least 48 hours prior to commencement of surface <br />disturbing activities. <br />Soil sampling in three locations will be conducted prior to initiating construction of <br />the refuse pile in order to assure the best available material will be salvaged and <br />used for refuse cover. Soil sampling shall occur no later than March 31, 2003. <br />Soil sample locations are presented on Figure 4.7-2. Each.visually discernable <br />topsoil horizon will be sampled and bagged separately for analysis. Sampling <br />should verify the baseline description in the permit which describes the topsoil as <br />a 6 inch thick brown gravelly sandy loam Ai horizon and an 8 inch thick pale <br />brown gravelly sandy loam AC horizon directly beneath the A1. These two <br />horizons, if present, constitute the topsoil to be salvaged separately from the <br />underlying subsoiVrefuse cover material. The underlying C horizon was originally <br />sampled by compositing material from the entire thickness extending from the <br />base of the AC horizon to a depth of greater than 60 inches. The original sample <br />indicated high SAR and pH levels in the C horizon. The primary purpose of the <br />additional sampling is to determine whether pH and SAR levels are consistent <br />throughout the interval. If there are changes with depth, a selective subsoil <br />salvage procedure may be warranted. The C horizon will be sampled by depth <br />increments not exceeding 12 inches in thickness, extending to approximately six <br />feet. In one of the three sample locations, a complete soils analysis will be run <br />on each sampled increment, including texture, EC, organic matter, selenium and <br />boron, in addition to pH, soluble cations and SAR. <br />The waste disposal site shall be cleared of trees and heavy brush prior to any <br />construction. Stumps shall be set aside and buried in the waste pile. Any stump <br />left in place shall be cut so that the stump height does not exceed 12 inches. All <br />slash less than four inches in diameter shall be chipped or scattered outside the <br />cleared area and must be within 24 inches of the ground at all points.
