I ~ 2.2.2.1 Waste Disposal Haul Road
A road is a surface right-of-way for purposes of travel by land vehicles in coal
exploration or surface coal mining and reclamation operations. A haul road is any road
used for the transportation of coal, spoil or coal mine waste.
Access to the waste disposal area is from Colorado State Highway 139 as shown on
Figure 2.2-7b. The existing road along the Munger Canyon floor was previously
improved by the Operator. Sub-base preparation included compaction of material in fl-
inch lifts. Pit run gravel and crushed gravel surfacing was applied to improve the road
surface.
Gravel surfacing on the road and the vegetation present on the road shoulders will
assure that erosion, siltation, pollution of air or water, and damage to public property will
be controlled. These controls will also assure that no damage to fish and wildlife or
other related environmental values will occur.
Typically the haul road to the gob pile will be 16 to 20 feet wide. The haul road is plated
• with pit run gravel surfacing. This road is secured with a locked gate where it crosses
over Salt Creek. Therefore, use is very limited. The truck traffic which will utilize this
haul road segment will be 10 wheel dump trucks and 18 wheel haul trucks. Truck traffic
will also be very limited and sporadic. Use of the waste disposal area will only occur
after the McLane Canyon mine has generated coal mine waste. Four truck loads per
hour is the anticipated maximum traffic volume. The haul trucks will only encounter an
occasional vehicle on the road. Considering the low volume and sporadic use of the
haul road, the width and surfacing of the haul road should be adequate for the intended
traffic.
The haul road is located in the valley floor to minimize erosion. There are no fords of
ephemera! stream channels.
The haul road begins at SH139 and ends at the east edge of the waste disposal area.
The road is approximately 6,300 feet long with an average grade of 2.3%. The
maximum pitch grade of the road is 3%.
r1
LJ
M~ 2.2-7i 9/02
