COLORADO 80212 30314'i5-4427 <br />December 10, 1982 <br />Mr. Tod Stevens <br />Empire Energy Corporation <br />6900 South Yosemite, Suite 160 <br />Englewood, Colorado 80112 <br />Sub3ect: Certification of Construction <br />Empire Energy Eagle 115 Mine Complex <br />Wastewater Treatment Facility <br />Craig, Colorado <br />Dear Mr. Stevens: <br />An inspection of the wastewater treatment facilities at Empire Energy's <br />Eagle Ii5 Mine Complex was made on Tuesday, November 23, 19Ft2 at which time <br />operational tests were performed on the pump station,aerati.on system, <br />chlorinator, discharge control and metering facility and supporting elec- <br />trical and heating and ventilation equipment. This letter is written to <br />certify substantial completion of the facility in accordance with the plans <br />and specifications approved by the Colorado State Health Department. <br />Noted in this certification are the following exceptions to the approved <br />plans and specifications: <br />1. Additional Hypalon membrane liner was installed oci the faces of <br />each cell dividing wall and attached to the bottom liner of the <br />pond. This additional liner installation provides a water tight <br />containment of each cell of the facility and reduces the poten- <br />tial of leakage from the cells of the pond. <br />2. Gravel surfacing of the facility access road and portions of the <br />top of the pond embankment was not completed becaicse of incle- <br />ment weather conditions. We understand this work will be completed <br />by Empire Energy upon improved weather conditions:; however, the <br />facility remains readily accessible by mine equipment and operating <br />personnel. <br />3. Other minor construction details which have no effect upon the <br />operation of the facility and which will be noted upon "As Built" <br />Drawings being completed by the staff of Empire Energy and the <br />Contractor. <br />
