Simpson, P.E. <br />Stare Engineer <br />We have reviewed your letters of September 11, 2006 and September 25, 2006 requesting <br />renewal of the above referenced substitute water supply plan for a sand and gravel pit. The required <br />fee of $257.00 for the renewal of this substitute water supply plan has been submitted. The original <br />substitute water supply plan was approved on April 6, 1992 and it was most recently approved on <br />September 30, 2005. <br />Based on the information from the September25, 20061etter, the total exposed surface area <br />at this site is 44.4 acres instead of the 43.7 acres as stated in the previous plan. The site has a total <br />of 36.2 acres of water surface exposed priorto January 1,1981. The boundaries of the Kauffman Pit <br />No. 1 have changed since the last approval plan. This plan would remove the 0.6 acre dewatering <br />trench from Kauffman Pit No. 1, which will be covered in the Wagner/Kauffman Pit No. 3 plan, Thus, <br />no more dewatering is provided or sought under this SWSP. This results in 8.2 acres of exposed <br />surface area that require replacement for evaporation losses. The total annual consumptive use of <br />water at the site is 22.86 acre-feet, which consists of 18.9 acre-feet of evaporation from the 8.2 <br />acres of exposed pond area, 1.47 acre-feet of water lost in the product from 50,000 tons of mined <br />material, and 2.5 acre-feet for dust control. <br />Replacement waterfor this pit will continue to be made available throughout the yearfrom an <br />existing lease of 35.0 acre-feet of fully consumable water from the City of Loveland ("Loveland"). A <br />copy of the lease associated with the mining operation was provided to the State Engineer's Office <br />November 10, 2006 and is attached to this letter. The duration of the lease is from January 1, 2007 <br />through December 3i, 2009. A 4 percent transit loss from Green Ridge Glade Reservoir to <br />Kauffman Pit has been applied to the delivery of the replacement water. In addition, the excess <br />water from the existing lease will be used to cover the depletions from Wagner-Kauffman Pit No. 3 <br />not covered by the existing lease for the Wagner-Kauffman Pit No. 3. In the event that Loveland <br />plans to use Colorado-Big Thompson ("CBT") Project water as a replacement source, Loveland <br />needs to comply with the Interim Rule issued by the Northern Colorado Water Conservancy District <br />
