The primary methods for erosion, sediment and drainage control are <br />• based on minimizing the impact of present and the small amount of proposed <br />surface mining, by promoting prompt revegetation, by trapping sediment and <br />by detaining runoff as close to the disturbed areas as passible. Where <br />possible, runoff from undisturbed areas will be diverted away from disturbed <br />areas. A detailed discussion of the sediment and erosion control practices <br />is found in Exhibit 24-Rill and Gully Plan. <br />Reclamation~s accomplished by backfilling, leveling and regrading <br />spoil, and by replacing topsoil and revegetating as soon as possible. <br />Backfilling and grading will be conducted ultimately to eliminate all final <br />highwalls or slopes steeper than those that exist in the premining <br />condition. Backfilling and grading practices will include filling any <br />substantial erosional gullies in areas previously regraded. A detailed <br />discussion of backfilling and grading is presented under Rule 2.05.4(2)(c). <br />Topsoil will be handled in a manner to minimize erosion and promote <br />prompt revegetation. All topsoil has been removed from the active mining <br />• area and stockpiled primarily by scrapers in a pattern approximately <br />parallel to the land surface contours where practicable. Topsoil <br />redistribution will be timed as closely as possible to reseeding activities <br />in order to minimize the amount of time that topsoil is without vegetation. <br />Topsoil redistribution will also be conducted so that the pattern of <br />replacement is approximately parallel, where possible, to the contour of the <br />regraded spoil.
