Box 100 <br />San Luis, CO 81152 <br />RE: Landfill Pit (Permit M-80-233) Permit conditions for groundwater <br />Dear Mr. Espinosa: <br />On October 16, 1997, the Division received the Greystone report of the results of the ground <br />water sampling conducted at the Landfill Pit on August 28, 1997, ie. sampling during the third <br />calender quarter of 1997. This letter is to remind you that, as a result of the approval of <br />Technical Revision 2 for the Landfill Pit, Costilla County is committed to propose a Technical <br />Revision, following completion of the third quarter 1997 groundwater monitoring at the pit, with <br />which the requirements of Condition 9 of Technical Revision 1 would be satisfied. Condition 9 <br />of Technical Revision 1 reads as follows: <br />After five (5) calender quarters of sampling, the County will submit, for Division <br />approval as a proposed Technical Revision, permit conditions for groundwater at the site <br />and Point(s) of Compliance satisfying the requirements of Rules 3.1.7 (2) and 3.1.7 (6) of <br />the Construction Materials Rules and Regulations. The proposed permit conditions and <br />Point(s) of Compliance will be submitted to the Division within fifteen days following <br />receipt of the analyses of the samples taken during the fifth calender quarter of the <br />sampling program. <br />Condition 9, unfortunately, did not specify whether the date the analyses were received by the <br />County or the Division would trigger the l5 day period. Since the October 16, 1997 date is the <br />latest that any report of the sampling data could be considered received, the Technical Revision <br />required by Condition 9 of Technical Revision 1 was due October 31, 1997. Please provide the <br />required Technical Revision as soon as possible. <br />
