• 3.7.8 PUBLIC OFFICE LOCATION FOR FILING <br />Routt County Court House <br />Steamboat Springs, Colorado 80477 <br />3.7.9 ZONING INFORMATION <br />The Edna Mine has been granted a special use permit for surface coal <br />mining from the Routt County Regional Planning Commission as given in <br />Section 3.7.7. The area directly contiguous to the Edna Mine is zoned as <br />agricultural land. The regional land use, as defined by the U.S.G.S., is <br />illustrated on Exhibit 2.9-1. <br />3.7.10 AGRICULTURAL LEASE <br />An agricultural lease is presently held between Gulf Oil Corporation <br />and Perley C. Creen and Bonnie Jean Green. The lands concerned are not <br />within the areas of disturbance and for the most part, are outside of the <br />permit area. The lease agreement can be found in Appendix 3.7-C. <br />3.7.11 AIR AND WATER PERMITS <br />An emissions permit has been granted for the Edna Coal Mine and rail <br />loadout facility. The permit application and approval is in Appendix 3.7-D. <br />While mining occurs in the West Ridge area, water withdrawal will be <br />from the pit water ae is available. The water withdrawal points located in <br />Sections 13 and 14, T4N, R86W, will be used only if water is unavailable <br />from the pits. <br />When mining moves to the Moffat Area, water withdrawal will take place <br />at the point located on Exhibit 1.0-1 in Section 13, TSN, R86W. This point <br />has been permitted by the Colorado Department of Health and the U.S. Army <br />Corps of Engineers. These documents are supplied in Appendix 3.7-D. <br />The Colorado Department of Health has issued a NPDES permit for the <br />. Edna Mine.
