<br />Revised 03/15/96 <br />EXHIBIT "D" <br />MINING PLAN <br />SPRING CREEK PASS <br />It is anticipated that the material within the 35 acre pit limit will last 30 years. Excavation <br />will continue from the existing 1 I 1 permit site to the southwest. Removal of aggregates will be <br />by traditional methods using dozers, loaders and trucks. Topsoil will be removed and stockpiled <br />prior to excavating a ne~v area. Intermittently crushers and hot plants will be used to process <br />aggregates as funding and need dictate. Activity in the pit will generally not exceed 2 months per <br />year. A portion of the pit will be used for stockpiling topsoil and crushed aggregates on a full <br />time basis. <br />Hazardous materials (specifically fuel, oil, hydraulic fluid, antifreeze, asphalt and batteries) <br />will only be stored on the site on a limited temporary basis, less than 2 months duration, during <br />crushing or paving operations. Berms will be constructed to contain a minimum of 110% of the <br />maximum volume. Any spills will be cleaned up immediately and disposed of properly. Unused <br />hot-mixed bituminous pavement will not be stored on the site. <br />The maximum disturbed site will not exceed 13 acres before permanent reclamation <br />commences. Since [he active area of 13 acres will advance toward the southwest as material is <br />depleted and permanent reclamation is completed, it's location cannot be designated. Likewise <br />the location of hazardous materials storage cannot be designated. <br />The depth of useable aggregates in the existing pit are about 1 ~ feet. It is not anticipated <br />to excavate deeper than 15 - 20 feet. Material underlying the gravel layer is sand not suitable for <br />road gravel and paving aggregates. Temporary cut slopes will not be lefr vertical to insure slope <br />stability and for safety of the public and livestock. No vertical cut slopes will be excavated within <br />40 feet of the pit boundary. <br />
