<br />February 20th (0700) - 21st (2300) Unusual Stormwater Event -Existing <br /> snowpack I8 inches, unseasonably warm <br /> temperatures (35°F low), and I.l inches of <br /> rainfall. <br />February 21st 08:00-08:10 Inspection of drainages, ditches and <br /> ponds. <br />08:10 Surface Operations notified that runoff was <br /> coming from undisturbed areas (Sylvester <br /> Gulch) into the ditches conveying water to <br /> MB-2R. <br />08:15 Surface Operations bladed the ditches in <br /> Sylvester Gulch to re-establish drainage of <br /> undisturbed area runoff. <br />08:15-09:45 Pre-discharge sampling occurred. On-site <br /> laboratory notified that TSS analyses would <br /> be required as soon as possible. <br />10:15 CDPOH&E WQCD notification was <br /> completed. <br />10:30 Contractor selected to determine if the 10- <br /> year 24-hour event had in fact, occurred. <br />12:00 Laboratory notified to conduct moisture per <br /> inch of snow analysis. <br />13:00 Discharge began and discharge samples <br /> taken. <br />13:30 Snow measurements taken for average snow <br /> depth remaining. <br />15:20 Colorado Division of Minerals and Geology <br /> notified of discharge. <br />16:11 Preliminary report of Total Suspended Solids <br /> faxed from laboratory to MCC. <br />February 22nd 07:00 Discharge continuing at MB-2R and MB-3. <br />07:15 - 08:00 Sampling of discharge points and river <br /> are completed. <br />08:15 - ] 3:00 Chemical additives (flocculant), 48 gallons <br /> added to MB-2R to settle solids. <br />Laboratory analyses and burden of proof documentation will be submitted as soon as it becomes <br />available to us. <br />
