• also improve livestock and wildlife forage resources; aid in mitigating impacts to <br />wildlife; ensure the establishment of vegetation that is diverse and self-sustaining; and <br />will provide the components to reestablish the native plant communities over time through <br />processes of natural succession. <br />Postmininq Land Use Management. Management of reclaimed lands will be .similar to the <br />management of the area prior to mining. Proper management of reclaimed lands will be <br />stressed during the liability period. Livestock grazing will begin in late May or early <br />June with areas being grazed into late September or early October. Where grazing occurs <br />on reclaimed and adjacent lands under Peabody's control during the liability period, area <br />to be grazed, proper stocking rates, and grazing periods will be specified to the grazing <br />lessee. This information will be based on vegetation production data from monitoring <br />studies, size of pasture units, and management needs such as rest or grazing deferments. <br />Any interim fencing will be established towards the need for special management or <br />consideration of the ongoing mining operation. However, upon completion of operations and <br />reclamation activities, permanent fencing will be emplaced as soon as possible. The final <br />fencing patterns will approximate premi ni ng patterns or current property owner boundaries <br />• at the time in order to restore the premining pasture units. Approximate locations are <br />shown on Exhibit 22-1. Ponds 005 and 006, as well as permanent road locations are also <br />shown on this exhibit. Permanent facilities such as ponds and roads are discussed in Tab <br />13. <br />Management of wildlife will be nonintensive with free use of the areas for big game and <br />other species. Observations of wildlife use on reclaimed lands will be made; however, <br />intensive management of wildlife will be the responsibility of the Colorado Division of <br />Wildlife. Peabody Coal Company will cooperate with the Division when and where possible <br />and will continue its policy of restricted or prohibited hunting and non-harassment of <br />wildlife on the mine property. <br />As required by Rule 2.05.5 (1 )(b), Peabody has requested comments on the postmining land <br />use from the legal or equitable owners of record of the surface of the permit area and the <br />state and local government agencies which would have to initiate, implement, approve, or <br />authorize the proposed use of the land following reclamation. Copies of the returned <br />comments are provided in Appendix 22-1. <br />• <br />11 <br />
