In canpleting my certification, I have conducted an inspection of the <br />D-Portal Sediment Control Pond and construction site. <br />The dam inspection showed no problems concerning cracking, erosion, rodent <br />activity, or displacements in the following areas; upstream face, darmstream <br />face, and the crest. No seepage was located on any of the dam areas. The <br />outlet conduit was in good shape and no leakage was noted. The emergency <br />spillway showed no signs of deterioration or erosion and the riprap was in <br />good condition. No effluent quantity or color could be noted at inspection <br />time, since the pond was not discharging at the outlet. <br />The topsoil pile for this area has been seeded and shaus stable vegetation <br />growth. Removal and stock piling of all organic material and topsoil prior <br />to water in>pounding has been completed. <br />To the best of my knowledge, based upon my professional expertise, the <br />D-Portal Sediment Control Pond at the Deserado Mine has been constructed <br />in conformance with the prudent state-of-the-art of dam cronstruction. <br />Further, the structure has been constructed in compliance with the approved <br />design, as specified within Illustration 7 of the approved permit doceunents <br />and depicted on Map 34. <br />Deserado Mine <br />P.O.
