COLORADO DEPARTMENT OF HEALTH <br />i+ir Pollution Control Division <br />• <br />Golden Eagle 50,000 ton <br />Surge Pile at New Elk <br />Permit if <br />(to be filled in by APCD) <br />FUGITIVE EMISSIONS CONTROL PLAN FOR <br />MATERIALS STORAGE AND HANDLING, MINING AND <br />ASSOCIATED ACTIVITIES <br />• <br />The Colorado Air Quality Control Commission's Regulation No. 1 requires <br />that a fugitive emissions control plan be submitted by applicants whose <br />source/activity results in fugitive particulate emissions. The control plan <br />must enable the source to minimize fugitive emissions to a level that is <br />technologically feasible and economically reasonable. If the control plan is <br />not adequate in minimizing emissions a revised control plan will be required <br />unless it is determined that no technologically feasible and economically <br />reasonable abatement measures exist. The control plan (if acceptable co the <br />Division) will be used for enforcement purposes an the source(s). <br />Please check the control measures which you propose for your activity. A <br />separate sheet may be attached explaining your specific control measures or <br />activities if they differ from those listed in this form or if more space is <br />needed. The Division will contact you if it feels that additional control <br />measures are needed. The control measures you and the Division agree to be <br />applied will be enforced. <br />Those controls likely to be required by the Division are indicated with an <br />* (minimal controls). <br />I, Control of Storage of materials and/or tailings disposal describe <br />source(s) 50,000 ton coal surve stockpile <br />* ^ A.
