C 2.05.4 Reclamation Plan • <br />COMMENT: <br />A.1. Comment six (6) of the Preliminary Adequacy Review (PAR) dealt with <br />the abundance of Canadian thistle and the potential long term <br />problems associated with this noxious weed. PCC has proposed <br />implementing a control plan in the early spring of 1987 in <br />consultation with the Routt County k'eed Control District. Once a <br />plan for controlling the Canadian thistle leas been developed, but <br />prior to implementation, PCC should present this plan to the <br />Division for approval. <br />RESPONSE: <br />PCC will develop the noxious weed control plan during the winter of <br />1986/1987 and will present the plan to the Division for approval prior <br />to its implementation in spring 1987. <br />C COMMENT: • <br />A.2. Comment eight (8) of the PAR dealt with the overabundance of <br />alfalfa and the potential long term problems associated with the <br />species. PCC replied with two proposals: Manipulation of the seed <br />mixture to reduce the problem on future reclaimed sites; and, <br />future development of a management control plan. The Division <br />believes the steps undertaken by PCC to reduce the seeding rate <br />should assist in alleviating this concern. However, the Division <br />is not familiar with the proposed alfalfa species Medicago falcata. <br />PCC sViould supply information regarding this "range land type <br />alfalfa" to the Division for approval prior to any mine site <br />a~~plicatiun. <br />The management control plan PCC envisioned will incorporate two <br />areas: "(1) short term goals of eradication or significant <br />reduction of the alfalfa populations, and (2) long term control and <br />management of remaining stands". This plan is to be submitted to • <br />the Division by February 1, 1987. <br />34 <br />
