A brief review of which dissolved <br />constituents exceed receiving stream standards, the frequency and <br />magnitude of exceedence, and a discussion of the effects to Fish <br />Creek should be provided in the renewal application. <br />RESPONSE: <br />Section VII B.l.b.iii, Parameters in Effluent Exceeding Colorado <br />Department of Health Standards, has been completely revised and updated. <br />An analysis of exceedences in NPDES effluent limitations at outfalls <br />002, 003, and 004, and in ground and surface water standards at surface <br />water monitoring Sites SW-52-2 on Grassy Creek and SW-S2-6 on Cow Camp <br />Creek, is provided, including a discussion of the effects of these <br />exceedences to Grassy and Fish Creek water quality. <br />COMMENT: <br />c. No estimate of incremental changes in flow from spoils spring <br />discharges is provided based on areas of disturbance to be expected <br />in the forthcoming permit term. A discussion based on an estimate <br />of expected spoils discharge from the Fisli Creek basin by year <br />should be provided in a revised submittal. <br />RESPONSE: <br />Refer to response to Comment e (Grassy Creek Impacts). <br />COMMENT: <br />d. The criteria used in judging the effect on vegetation from worst <br />case loading of TDS at low flow conditions during the irrigation <br />season should be referenced in the discussion of the probable <br />hydrologic consequences of mining to the Fish Creek AVF. <br />RESPONSE: <br />Section VII B.l.c. has been revised to describe the criteria used in <br />judging the effect of elevated TDS concentrations during low flow <br />conditions on the Fish Creek AVF during the irrigation season. <br />25 <br />
