This application is submit- <br />ted in conformance with the Colorado Surface Coal Mining Reclamation Act -Article <br />33, 34-33-101 et. seg. and the Rules and Regulations promulgated therewith, and <br />• Section 502 of the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87) <br />and associated Rules and Regulations. This application seeks renewal of the current <br />mining permit for an additional five (5) year Term following expiration of the current <br />permit term on September 23, 1986. <br />Coal from the Seneca II Mine will continue to be transported by private hauler to the <br />Colorado-Ute Electric Association Hayden Station Power Plant. <br />At the time of this application, the Colorado Mined Land Reclamation (CMLR) had not <br />finalized the draft Permit Renewal Application form and an exact submittal format had <br />not been specified. PCC has been in contact with the CMLR staff during the last <br />several months about suggested submittal format and the supporting information and <br />level of detail that should be provided. With this in mind, the following submittal has <br />been structured to provide the necessary information in a concise manner, with the bulk <br />of the material patterned after the current Seneca II Mine permit document. <br />General operation information and a brief summary of operations over the last five <br />years, including a discussion of the various revisions to the original permit, is provided <br />in the Introduction. Additional supporting information is provided in the updated <br />Adjudication File (Tab 3) and the appropriate tabs covering Environmental Baseline, <br />Operations, Reclamation, and Mitigation (Tabs 4 - 14). While some of the original tabs <br />required little or no change, other tabs have been almost completely revised with <br />updated information. In addition, a response to Anne Baldrige's letter of January 14, <br />1986 is included in Tab 7 and a 1985 Revegetation Monitoring Report is included in Tab <br />13. <br />• To be consistent throughout the renewal application, all pertinent renewal or updated <br />information will reflect a revised date of March 21, 1986. <br />
