2.05.4 Reclamation Plan • <br />C 2. The regulations (specifically Rule 4.06.4(1)) specify that <br />regraded areas must be loosened prior to topsoiling .. to <br />eliminate slippage surfaces, relieve compaction, and provide far <br />root penetration". However, nowhere in the application does <br />Peabody Coal commit to performing this activity. Since Peabody <br />Coal does loosen reclaimed arias prior to topsoiling, a written <br />commitment to this activity should be included in the <br />application. <br />RESPONSE: <br />Regraded spoil surfaces will be visually inspected for compaction, <br />possible root orowth problems and the potential for slippage at the <br />topsoil/spoil interface. If problems are evident, the regraded spoil <br />will be mechanically loosened by ripping. A written commitment to <br />this activity is included in Tab 9, Attachment 9-4, page 9-36 of this <br />submittal package and on revised page 12-58, Tab 12. <br />C <br /> <br />• <br />r1 <br />U <br />20 Revised 8/27/86 <br />
