Ms. Anne C. Baldrige
December 21, 1984
Page 2
C Craig Jennings, Engineering Manager at the Seneca II mine, contacted the •
Colorado Yampa and Trapper mines through R. N. Robinson & Sons, Inc., a
local dirt contractor. Once again, even though a brush blade was found,
equipment incompatibility prevented the use of the blades.
The final contacts were made by Clarence Jaquess, Manager of Heavy Equipment
in Peabody's Denver office. Clarence contacted Power Equipment and Wagner
Equipment here in Denver. These companies service Peabody's Fiat-Allis and
Caterpillar equipment and were the most logical contact fora brush blade
attachment for our equipment at Seneca II. Once again we were unable to
find a brush blade for leasing or renting through these contacts.
Because of our failure to find a brush blade for brush removal trials at the
Seneca II mine, Peabody proposes to improve the execution of our present
brushing techniques as part of the quality control program for topsoil removal.
The improved execution will include an information and training program for
the dozer operators and mine reclamation personnel. This will accomplish
several goals, including: (1) A review of present techniques and execution
as well as problems that are presently encountered in brush removal;
(2) improved understanding by dozer operators and mine reclamation personnel
of the importance of maximized topsoil salvage, upper lift recovery and
handling, and how these result in the overall and long term reclamation
success and the meeting of our revegetation success criteria; and
(3) suggestions and changes that can be implemented to meet these goals and
improve the quality control program for topsoil recovery. •
These activities will be monitored over the next year and, as part of the ,
revegetation monitoring plan to be implemented during the 1985 field season,
soil sampling associated with vegetation sample points will be carried out
to evaluate the overall topsoil replacement program to date. In addition,
an annual topsoil sampling program is carried out on graded spoil and re-
placed topsoil for reclaimed areas during a given year. Together, these
ongoing programs along with periodic observations of equipment operators,
will provide a good base for evaluating the quality control program.
Thank you for your consideration of this alternative to the stipulation
attached to Technical Revision #6, Wadge Area Topsoil Technical Revision.
If you require any additional information or clarification please do not
hesitate to contact me, Gary Wendt (Soil Scientist) or Tom Wainwright here
in Peabody's Denver office.
Sincerely,
~~ p~~
Vern Pfannenstiel
Range Scientist
VP/dkt
Attachment
CCC C.
