C 2.04.9 Soils • <br />1. Tab 9 contains a one page document referencing the original <br />application and the Wolf Creek permit revision for details. The <br />baseline information in these two references is still adequate <br />since Peabody Coal plans only to affect land previously <br />permitted. However, considering the lapse in time of these two <br />references, Peabody Coal should. submit new maps and discussion <br />pertaining to the soil balance at this site for the requested <br />five-year permit term. <br />RESPONSE: <br />A detailed soil balance for the 1986-1991 and 1992-1996 permit terms <br />(Attachment 9-4) will be inserted into Volume IV, Tab 9 of the Seneca <br />II Permit C-80-005. A revised Exhibit 9-3, Topsoil Balance Plan, is <br />also included as part of this submittal package. <br />2.04.9 Soils <br />2. Page 9-10 of the Wolf Creek application discusses the <br />experimental use of a brush blade. Peabody Coal should submit <br />the results of this experiment and a discussion pertaining to the <br />Continuing applicability (or lack thereof) of the brush blade. <br />RESPONSE: • <br />The discussion on Page 9-10 of the Wolf Creek Revision stated that a <br />brush blade would "be utilized on a trial basis, if available, ..." in <br />order to iinprova topsoil recovery techniques. An extensive effort was <br />made to locate a brush blade under a rental or lease agreement. Thus, <br />if the experimental use of this blade indicated little or no benefit, <br />the blade could be returned without purchasing a potentially costly <br />piece of equipment. In the attached litter to Anne Baldrige; dated <br />December 21, 1984, a detailed response was made to CMLRB questions <br />pertaining to the use of the brush biade and improvements in topsoil <br />handling. PCC could not locate a brush blade for rent or lease as <br />stated in the letter. As an alternative, a program for improving <br />brushing techniques and topsoil handling was detailed in the letter. <br />The goals outlined in the letter remain in effect and any new or <br />improved methods for brush removal and recovery of topsoil will be <br />evaluated and implemented if found to be effective. <br />2.05 Operations Plan <br />1.
