Shelton, Director Colorado Mined Land Reclamation (CMLR) 423 Centennial Building 1313 Sherman Street Denver, Colorado 80203 Dear Mr. Shelton: Suite 400 Danver, Colorado 80231 (307) 3375903 Peabody Coal Company (PCC) hereby submits three (3) complete copies of an application for renewal of the current Seneca II Mine Permit (Colorado Cool Mining Permit No. C-005-80). This application is submitted in conformance with the Colorado Surface Coal Mining Reclamation Act -Article 33, 34-33-101 et. s~eg and the Rules and Regulations promulgated therewith, and Section 502 of the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87) and associated Rules and Regulations. This application seeks renewal of the current mining permit for an additional five (5) year term following expiration of the current permit term on September 23, 1986. Coal from the Seneca II Mine will continue to be transported by private hauler to the Colorado-Ute Electric Association Hayden Station Power Plant. At the time of this application, the CMLR has not finalized the draft Permit Renewal Application form nor has the CMLR specified an exact submittal format. PCC has been in contact with the CMLR staff during the last several months about suggested submit- tal format and the supporting information and level of detail that should be provided. With this in mind, the following submittal has been structured to provide the necessary information in a concise manner, with the bulk of the material patterned after the current Seneca 11 Mine permit document. General operation information and a brief summary of operations over the last five years, including a discussion of the various revisions to the original permit, is provided in the Introduction. Additional supporting information is provided in the updated Adjudication File (Tab 3) and the appropriate tabs covering Environmental Baseline, Operations, Reclamation, and Mitigation (Tabs 4 - 14). While some of the original tabs required little or no change, other tabs have been almost completely revised with updated information. In addition, a response to Anne Baldrige's letter of January 14, 1986 is included in Tab 7 and a 1985 Revegetation Monitoring Report is included in Tab 13. To be consistent throughout the renewal application, all pertinent renewal or updated information will reflect a revised date of March 21, 1986.
