The operator commits to clearly marking the permit boundary with stakes surveyed on site. <br />The site will use all existing roads to haul the product to its final destination. It is planned that <br />the material may be used to re-surface existing roads, make concrete aggregate or provide new <br />road base for any new roads within an economic distance to the site. <br />If any "reportable quantity" of hazardous material or waste is released into the environment, the <br />operator will notify staff of the Colorado Division of Minerals and Geology as well as all other <br />appropriate local, state and federal agencies. This is more completely described by an excerpt <br />from the February 8, 2002 DMG memorandum regarding Minerals Program Notification of <br />Toxic or Hazardous Materials Spills at Mine Sites." <br />"A reportable spill is a spill of any toxic or hazardous substance (including spills of petroleum <br />products) within the permit area reportable to any Division of the Colorado Department of Public <br />Health and the Environment, the national Response Center, the Colorado Emergency Planning <br />Committee, or the State Oil Inspector. The operator shall notify the Office of a reportable spill <br />within the permit area using the same timeframe required by the permit, license, notice, Act, <br />Rule or Regulation governing the reporting of the spill to the appropriate agency. Notice of a <br />reportable spill shall be Faxed to: Minerals Program Supervisor, Division of Minerals and <br />Geology, FAX (303) 832-8106. The FAX shall include acall-back number of a responsible <br />company official for the DMG staff to use as a contact," <br />4. Topsoil and Overburden Handlin <br />Initial pre-stripping for the Anderson Pit will occur in the Staging Area, Phase 1, and access <br />roads across the permit area. As the topsoil from these areas is stripped, it will be stored in the <br />western berm stockpile as material becomes available. The overburden will be stripped from <br />Phase 1 and stored in a stockpile to the south as it becomes available. These stockpiles are <br />shown on Map C-2. The topsoil stockpile will be temporarily seeded with a dryland pasture mix <br />within 2 months of stockpiling.
