L-m <br />Go~ernb <br />I NM1!Lam AK'J. v[d <br />DirKib <br />Da.d lv K',':er <br />Deputy Duectb <br />The Colorado Water Conservation Board staff has completed <br />a flood hazard review for the Western Paving Construction Company's <br />Cottonwood Farms Pit located in parts of sections 16, 17 and 21 <br />of Township 2 North, Range 68 ~•7est in Weld County, Colorado. We <br />offer the following findings and recommendations for consideration. <br />Findings: <br />1) The gravel mining operations will occur primarily in the <br />100-year flood plains as outlined n the U. S. Army Corps <br />of Engineers July 16, 1981, Technical Write-up on St. Vrain <br />and Boulder creeks. The 100-year floodplain and floodway <br />for Boulder Creek are correctly shown on the mining and <br />reclamation plan. However, the Corps floodplains are not <br />shown for Idaho Creek. <br />2) The Special Use Application adequately addresses the <br />floodplain issues and concerns with the inclusions of the <br />following recommendations. <br />Recommendations: <br />1) No fill, berm or stockpiles should be placed along the <br />south side of County Road 20~ which would obstruct <br />passage of the 100-year floods in any way. <br />2) No cuts or fills in the 100-foot setback strip should <br />be made except for placing the outlet culvert as shown. <br />This outlet culvert should probably be a minimum of <br />36 inches. The flood overflow channel should be set <br />at an elevation equal to or lower than the lowest spot <br />point on County Road 20~.
