5. Monitoring Reclamation Success <br />Monitoring the reclamation on an ongoing basis will allow minor revisions to assure successful <br />reclamation. The operator plans to use the local SCS office in Delta County to assist in determin- <br />ing the ability of the reclaimed land to control erosion. If minor changes or modifications aze <br />needed to the seeding and reclamation plan, revision plans will be submitted to the Division as <br />required. It is hoped that the Division will provide assistance in evaluating the success of the on- <br />going reclamation process. All areas disturbed and reclaimed and any other important items regard- <br />ing the reclamation will be submitted in the annual reports to the Division. <br />Annua] wetland mitigation monitoring reports on the wetland progress will be supplied to both the <br />Division and the COE. <br />Annual Wetland Mitigation Monitoring to COE for Wetland Restoration <br />Following mitigation area planting, an annual report will be prepared and submitted to COE no <br />later than December 1 of each year until acceptable vegetation establishment and soil stability has <br />been achieved. The annual report shall include the following components: <br />Photographic Documentation. Photographic documentation will consist of at least 6 representative <br />photographs of mitigation areas. At least 3 will be overview photographs depicting general views <br />of the mitigation areas, and at least 3 will be detail photographs depicting vegetative cover over 1 <br />meter square areas. <br />Wetland Vegetation Establishment Documentation. This will consist of a visual estimate of per- <br />cent total vegetative cover, percent wetland species cover {FAC, FACW and OBL species), and <br />percent noxious weed cover. Vegetation establishment will be considered successful when at least <br />80% of the total vegetative cover present in undisturbed wetlands in the general area has been <br />achieved. The vegetation must be dominated (greater than 50% relative cover) by wetland species <br />and no noxious weeds shall be present in amounts that are considered to be infestations. <br />Soil Stability And Erosion Documentation. This will consist of a visual estimate of soil stability <br />and erosion within the mitigation areas. The rate of soil erosion present in the mitigation areas <br />shall be equal to or less than that of undisturbed wetlands in the general area. <br />North Fork Pit March 04 36 <br />
