coal stockpile. This type of a stacker minimizes the free-fall distance of coal <br />from the stacker unit to the storage pile. The coal pile will be watered (if <br />necessary, with a water-surfactant mixture) and controlled with ambient <br />conditions, specifically snow and freezing conditions in winter. When haul <br />trucks are loaded, coal dust will be controlled by minimizing the free-fall <br />distance from the loadout bin to the trailers. <br />The gravel-aurfaced access roads will be regularly graded in order to maintain a <br />surface free of loose material and potholes, and will be watered to control <br />fugitive dust emissions. If necessary,. chemical suppressants will be used. The <br />new, onaite haul road (HGLF-HR2) will be gravel-aurfaced, regularly graded and <br />watered to control dust emissions. Zf necessary, this road will be treated with <br />chemical suppressants. The speed of haul trucks using the loading loop will be <br />kept under 15 miles per hour. The Tie-ACrosa Haul Road, which will be used to <br />haul coal from Loadout facility to the Hayden Station Power Plant, is regularly <br />maintained by Seneca Coal Company as part of the coal haulage from the Seneca <br />II-W Mine. If necessary, HGTI will provide additional maintenance on this <br />private road. <br />These activities address the significant sources of fugitive dust emissions at <br />the Hayden Gulch Loadout facility. These sources will be effectively controlled <br />by the practices described. As a result, the emission of fugitive dust will not <br />present a significant impact on the ambient air quality in the near vicinity of <br />the loadout facility. <br />Attachment 22-1A presents the draft permit (No. OORO0297F - initial approval) <br />for the handling of a maximum of 500,000 tons per year. Both fugitive and non- <br />fugitive emissions of air pollutants are permitted under Permit OORO0297F. A <br />new air emission permit application, with an accompanying impact analysis, for <br />the 2,000,000 ton per year railcar unloading/truck haulage operation has been <br />submitted APCD. The air emission permit application (05R00020}, the <br />accompanying impact analysis, and the Air Pollution Emission Notice (APEN) form <br />is presented in Attachment 22-18. A copy of the new air emission permit will be <br />submitted to CDMG and inserted into Attachment 22-1 upon issuance by APCD. <br /> <br />TA-06 2 Revised OS/OS <br />
