• Given the relatively grid and cool site conditions, significant <br />infestations of insect or rodent pests are not likely to occur. In the <br />unlikely event such an infestation does occur, EFCI will consult with and <br />utilize the control methodologies recommended by the Colorado State <br />University-Cooperative Extension Service. Any control methods involving <br />the use of herbicides, pesticides, or rodenticides will be reviewed with <br />the CMLRD for approval prior to application. In addition, only those <br />chemical products approved by appropriate State and Federal agencies will <br />be considered for use. <br />Post-Reclamation Management. The permanent coal refuse pile represents <br />the only ongoing reclamation at the Southfield Mine. EFCI will utilize <br />this area to develop, implement and evaluate post-reclamation management <br />practices for disturbed areas at the Southfield Mine. EFCI's objective <br />in managing reclaimed areas is to achieve revegetation success consistent <br />with applicable regulatory standards for vegetative diversity, production, <br />• cover, and shrub density. Given the significant adverse impacts that <br />livestock grazing and wildlife browsing can have on shrub species during <br />early development phases, EFCI, in a cooperative effort with surface land <br />owners will restrict access for domestic livestock from reclaimed areas <br />during the initial three (3) to four (4) years of establishment. <br />Following initial establishment, grazing may be utilized under a selective <br />management program to alter observed vegetation trends and establishment <br />desired species diversity and shrub density. <br />Prior to implementing a grazing plan, EFCI will develop and submit <br />specific plan details to the CMLRD in the form of technical revision. It <br />is anticipated that this revision will address schedules, densities and <br />various control factors such as fencing, watering and seasonal movements. <br />Following implementation and evaluation of post-reclamation management <br />practices on the coal refuse stockpile area, it is anticipated that EFCI <br />will implement similar measures for other reclaimed mine disturbance <br />areas. It should be noted that management practices during years nine (9) <br />• and ten (10) of the bond liability period will be the same for reclaimed <br />and reference areas to ensure a consistent basis for evaluating <br />revegetation success. <br />2.05.4-25 <br />
