MOUNTAIN COAL
~ COMPANY4LC.
p, Subsidiary ofArch Western Resources, IJ.C
October 26, 2005
Mr. Tom Kaldenbach
Colorado Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, CO 80203
RECEIVED
OCT 312005
West Elk Mine
P O Box 591
S l74 Highway I33
Somerset, CO 51434
(970)929-5015
Fax (970)929.5595
DivisanMMfrreraH and GSOlopy ~y ,~$~
,~ ~r~,~
liE: Mountain Coal Company L.L.C., West Elk Mine; Permit C-80-007, Thermal Event
Small Area Exemption, Minor Revision No. 311, (MR-311) and Lone Pine Bond Release,
IVIinor Revision No. 312, (MR-312).
Dear Mr. Kaldenbach:
lYiountain Coal Company, L.L.C. (MCC) submits the Thermal Event Small Area Exemption RUSLE
Anayyis Report and the Lone Pine Small Area Exemption RUSLE Analysis Report by Greystone
Consultants to supplement the Minor Revision application for bond release of the Thermal Event
omd Lone Pine area.
'The Revised Underground Soil Loss Equation (RUSLE) report presents a soil loss analysis on the
seven Thermal Event Small Area Exemptions (SAE'S) and the four Lone Pine SAE's located at the
West Elk Mine (Permit # C-80-007). The purpose of this analysis is to demonstrate sediment
;generated from a 10-year, 24-hour storm event from the Thermal Envent and Lone Pine SAE's is
equal to or less than sediment generated from adjacent undisturbed slopes. This evaluation
demonstrates that the erosion control structures protecting the reclaimed areas can be safely
removed and bond released.
We appreciate your consideration and careful review of this submittal and, as always, would be
happy to work with you to address any questions or concerns that arise during the review process.
2'`^~-
Engineer
cc: Pete Wyckoff
Phil Schmidt
Mike Peacock
