Box 841 <br />Canon City, Colorado 81212 <br />RE: MacKenzie Pit - Our file no. 80-224 <br />Dear Mr, Bryan: <br />I have just received the proofs of publication and notification of <br />adjacent landowners for the above captioned operation. I find these <br />to be adequate for Board consideration on the December 18 meeting. <br />I also received the letter from the Colorado Division of Wildlife <br />and find that it also is adequate. I reviewed the letter done by <br />Mr, Rapp in response to my letter of December 1, 1980. In general, <br />I find that the comments contained therein answer my outstanding <br />questions. However, I still have a few comments in response to this <br />letter that I have outlined below (ref. letters and nos. from my letter). <br />EXHIBIT B <br />3. If the topsoil stockpile is not kept to no steeper than 2:1, it <br />becomes even more imperative that it be planted with a perennial grass <br />cover crop to ensure that it will not be subject to erosion (by both <br />wind and water). I recommended such a cover crop. Such a cover crop <br />is common, prudent practice for topsoil stockpiles. As such, I will <br />make such a recommendation to the Board during the upcoming meeting <br />and am prepared to defend it. <br />EXHIBIT E <br />3. The change to the seeding rates that I proposed in my letter was <br />recommended to me by Jim Schmieding. During my experience as a reclama- <br />tion specialist, seeding rates such as those suggested by him have been <br />shown to be more successful for long term reclamation than the lighter <br />rates suggested in your original application materials. Thus, I plan tc <br />recommend these rates to the Board. <br />EXHIBIT H <br />Typical reclamation costs for a gravel operation (minimum cost to the <br />State) on a per acre basis are now $1,000.00. This being the case, <br />a total reclamation bond of $2,500.00 seems quite reasonable. The <br />potential costs of reclamation to the State are considerably more than <br />typical operator costs. Therefore, I intend to recommend the $2,500.00 <br />bond as previously stated. <br />
