3. The proposed mining and reclamation operations
carried out in conformance with the requlrements of the Act.

GRANT. CONDITIONS ANO AGREENENTS
The Board, in reliance upon the representations and promts
such application, as amended and supplemented, hereby 15sues a life
mine permit to the Operator, to engage 1n the operations described

State of Colorado. These lands are described 1n Exhibit A, attache
and are referred to herein as the "Affected Lands'.
This permit is issued subject to the following conditions
