• ~ EXHIBIT D <br />MINING PLAN <br />Section 1 -Description of Methods <br />Western Mobile Northern, Inc., doing business as Lafarge, currently operates aready-mix <br />concrete batch plant and public sale sand and gravel stockpile on the west side of St. <br />Louis Avenue (also known as Larimer County Road 13) immediately north of the Big <br />Thompson River (see Exhibit C). This parcel of land is owned by Flatiron Companies. <br />On the east side of St. Louis Avenue, an existing sand and gravel mine, called the Brose <br />Pit, owned by Flatiron Companies and operated by Western Mobile, is immediately north <br />of the proposed new pit which is located on property owned by Robert Reichert. <br />Western Mobile Northern, Inc. (hereafter known as Lafarge) proposes to mine sand and <br />gravel from both these locations in an operation to be known as the Loveland Pit. This <br />work will proceed in three phases removing a total of approximately 700,000 tons of sand <br />and gravel. This will be done at rate of 65,000 to 100,000 tons per year, resulting in a <br />complete time span of 9-13 years for completion of mining and reclamation. <br />The methods used for this operation will be consistent with dry, open pit mining. Phase <br />1, on the Reichert Property, will be dewatered into the adjacent pond (created by previous <br />mining activities by others). Resource will be transported across St. Louis Avenue and <br />stockpiled on the west side. An entrance will be built on the Reichert side, adjacent to <br />the proposed pit, immediately across St. Louis from an existing entrance on the Flatiron <br />side. <br />Overburden will be stripped and stockpiled on Reichert's property to the south of the pit, <br />and will be used for reclaim of the Phase 1 pit. Mining will proceed from north to south. <br />The small size of the pit (less than 6 acres) makes mining this area in phases impractical. <br />The whole pit area will be stripped and mined more or less in one stage. During Phase 1, <br />the concrete batch plant and public sale occurring on the west side of St. Louis Avenue <br />will continue as in the existing condition. No change in traffic volume is expected. <br />Phase 1 mining will be reclaimed during phases 2 and 3. Phase 1 mining is expected to <br />take 2-3 years to complete. <br />In Phase 2, mining will move to the Flatiron Companies' property west of St. Louis <br />Avenue. During Phase 2, roughly the north half of the pit will be mined, proceeding, <br />again, north to south. Overburden and resource stockpiles will be condensed into the <br />remaining space south of the pit and north of the concrete batch plant, which will <br />continue to operate as during Phase 1. A dewatering trench will be dug around the <br />outside perimeter of the pit area, possibly extending into the remainder of the pit area that <br />will be Phase 3, at least where the pit is parallel to an existing pond (created by previous <br />mining activity by others). Water may be pumped into this pond as needed. Again, the <br />pit area is small, about 5 acres, so Phase 2 will likely be mined in a single stage. Phase 2 <br />is expected to take 3-4 years to complete mining. Reclamation of Phase 2 will commence <br />after completion of Phase 3 mining. <br />
