SGC has secured numerous water rights in Sage Creek, Sco[chman's Gulch and Grassy Creek to either <br />supplement or provide directly sufficient water during the life of mining for domestic, industrial and <br />augmentation purposes. Water rights owned by SCC proximate to the Yoast Mine in all three basins <br />are identified in Table 16-land shown on Exhibit 16-1. <br />Water Rights Studies and Analyses. A detailed study of water rights potentially impacted by SCC's <br />proposed operation of the Yoast Mine was recently completed by the engineering consulting firm of <br />Helton and Williamsen, Inc. in October, 1994. The report, titled "Water Rights Investigation and Plan <br />for Augmentation for the Yoast Mine" is presented in this tab as Attachment 16-1. This report also <br />includes plans for augmenting water supplies and adjudicated rights that may be affected by SCC's <br />water usage at the Yoast Mine. <br />Attachment 16-2 presents a study conducted by GeoTrans, Inc. which addressed the long term effect <br />of pumpage from both SCC's existing supply well at the Seneca II-W Mine (Well No. 11 and the <br />proposed Yoast Mine supply well on regional and local stream flows le.g., Sage and Grassy Creeks). <br />Results and conclusions generated by both studies are integral to the plan for augmentation recently <br />submitted for approval to the District Court for Division 6, Water District 57. <br />Table 17 presents detailed analysis of the effects from the proposed mining operation on the <br />hydrologic system. Both adjudicated and unadjudicated water sources were considered in these <br />analyses. The results of the analyses indicate that the proposed operation will have no significant <br />impact on either water sources in the vicinity of the Yoast Mine. Tab 18 identifies both surface and <br />ground water installations at which monitoring will be conducted during and after mining for the <br />purpose of detecting significant impacts to the hydrologic balance. Those monitoring sites that will <br />provide data for evaluating impacts to both adjudicated and unadjudicated sources are identified in Tab <br />18 and are described or referenced in Tab 15. <br />Water Rights Protection and Mitigation. All pre-existing water sources within the Yoast Mine permit <br />boundary that have adjudicated water rights have been identified (Exhibit 16-1) and all are owned by <br />SCC (Table 16-11. Although several of [he springs within the permit area may be either affected or <br />removed by mining, SCC's ownership of these rights precludes the need for mitigation. <br />• <br />11 Revised 03/01 /95 <br />
