The location of stored material shall be indicated on the Facility plot submitted for item iii); v) An implementation schedule for additional facilities which might be required in item iii), but which are not yet operational; vi) A list of available outside contractors, agencies, or ocher sourdes which could he utilized in the event of a spill in order cc clean '.:p its effects. The foregoing provisions shall in no way render inapplicable those requirements imposed by Section 311 of the Water Pollut'_on ~cntrol Act Amendments of 197?, regulations promulgated thereunder, the Colorado Water Quality Control Act, and regulations promulgated thereunder. This plan should be prepared by a professional engineer registered in the Scare of Colorado. Nothing herein contained shall be construed as allowing any discharge to waters of the State ocher than through the discharge points specifically authorized in this permit. Nothing herein contained shall be construed as excusing any liabilit•~ the permictee might have, civil or criminal, car any spill.
